When I select the outline in the outline layer – I can resize it – but can’t delete it, cut it, or in any way destroy it like I want to. The ‘x’ icon doesn’t work like normal. There are no skeletons linked to it – but it still won’t go away.

You’re right, you can’t delete the outline in the outline layer
The only way to remove it is by Right-click on the outline and Cut. -
