Is there an easy way to copy all capital letter forms to lowercase or vice versa? I’m creating a font for a semi-phonetic script that has no capital or lowercase distinction.

Sorry, no easy way to do that, But I don’t understand why would you like to have a double set of letters?
You can equal the size of the Matrix for the upper and lower case letters in a matter of few clicks, but not the actual letters (these would have to be redrawn).
